Energy Culture was approached by NCDMB to undertake a detailed appraisal of a proposal presented by an indigenous project developer to them to co-invest in the establishment of a Type 3 composite LPG cylinder manufacturing plant of 800,000 units per annum, (starting with an initial 400,000 per annum).

The project is planned to have different sections and function in a sequence to produce metallic liners, composite fibre layering and plastic components (jackets and shock absorbers), for use in coupling the complete cylinder unit.
Part of the preliminary development activities to be undertaken, included the acquisition of; preproduction designs, tools, jacket moulds, robot grips and the production of non-functional 1:1 scale prototype plastic jackets. The indigenous project developer engaged a company in Portugal called Codeplas Engenharia De Pecas Plastica Lda, to supply equipment that seamlessly fits into two (2) models of cylinders (the X-Lite and Comet models), produced by a third-party called; Amtrol-Alfa S.A., who is also based in Portugal.

NCDMB required the services of an independent technical consultant, to review the proposal from Codeplas and Amtrol-Alfa, who are both based in Portugal. These proposals form part of the bills to benchmark and provide a comparative project cost that will be used to evaluate the prices of items identified.
